Tournament Overview: Tournament is limited to the first six teams – entry in the tournament is guaranteed when full payment is made This is a wood bat tournament (no metal bats permitted) Baseballs will be provided Tournament open to 18U/American Legion teams – team insurance must be provided prior to tournament All teams will be guaranteed five 7 inning games (weather permitting) All teams will play 2 games Friday, 2 games Saturday and 1 game Sunday Teams must be prepared to start the tournament at 9 am Friday morning 2 hour time limit for each game Ohio High School Rules with some exceptions: Re-entry/substitution rules EH and/or DH at team’s discretion Courtesy runner permitted (NOT Required) for pitcher and catcher at any time; this player must be someone not in the game or the team’s last batted out Wood bats ONLY 1. Licking County Settlers 17U PD IN FULL All teams need to be prepared to play Friday morning Teams need to be at the field 45 minutes prior to their game, if a games ends early, the next game will begin in 15 minutes This is a wood bat tournament (no metal bats permitted) All teams will play each other once and overall final records (see final seeding below) will determine tournament champion GAME LENGTH/MERCY RULES: Home team is determined by coin flip for all games; representatives from both teams AND a tournament representative must be present for the coin flip. Team that traveled the furthest distance will call the flip Teams will play 5 seven-inning games (weather permitting) A two hour time limit is in effect for all games with the official start time determined by umpire. The two hour time limit is not a drop dead time limit – inning will be finished Umpire will announce start time of each game – it is the responsibility of both coaches to determine start time with umpire If tie after completed innings and two hour time limit allows further play, the visiting team puts the player that made the last out in the previous inning on second base. All new batters start with 3 balls & 2 strikes. Teams will begin the inning with 0 outs. If 2 extra innings are completed and the game remains tied, both teams will tie and be credited ½ win & ½ loss An 10 run mercy rule will be in effect after 4 1/2 or 5 complete innings BAT RESTRICTIONS: All players must use wood or wood composite bats only – no metal allowed; no part wood/part metal bats allowed Using an illegal bat will result to an automatic out to the batter and ejection of the head coach for the remainder of the game PITCHING RESTRICTIONS: The tournament does not have a pitching limit or innings pitched or pitches thrown - Coaches should always use best judgement, act responsibly and think about the big picture long-term Coaches shall always used best judgment related to pitching restrictions NOTE: the tournament will not monitor pitching but expects coaches to adhere to established Legion rules and act responsibly FORFEITS: In the event of a forfeit the winning team will be credited with a 1-0 victory for seeding purposes. Any team that forfeits will not be named champion regardless of team records at the end of the tournament - we are here to play baseball SEEDING/OVERALL TOURNAMENT RESULTS: Seeding is based on win/loss record, in case of a tie in points between two or more teams, the following tiebreaker system will be used to determine the seeding of the teams: 1. Head-to-head record between the two teams that are tied for the final spot (head-to-head record only applied if tie is between the two teams) 2. Fewest runs allowed between the tied team/s 3. Highest total run differential; NOTE: Total run differential is the sum of each game's differential 4. If there is still a tie, then the teams which are tied will come down to a coin toss TOURNAMENT RAINOUT POLICY: In the case of adverse weather, games may be moved to other locations at the discretion of the Tournament Committee All reasonable efforts will be made to complete games as scheduled; conditions related to adverse weather can NOT be prevented If a game can not be started within 1 hour of its scheduled start time due to bad weather every effort will be made to reschedule the game. If we are unable to reschedule the game for any reason the game will be cancelled and each team will receive 1/2 win and 1/2 loss Participating teams are required to help with foul balls both on and off the baseball field as well help keep dugouts picked up TOURNAMENT REFUND POLICY Any game started is considered a game played as umpires have been paid 0 games played - 90% refund 1 game played - 50% refund Teams that withdrawal from the tournament are required to do so in writing prior to May 1, 2018 to receive a refund minus a $150 processing fee PLAYER/COACH/FAN BEHAVIOR The tournament will have zero tolerance for physical confrontation by any players, coaches, fans or anyone else. Any persons in violation will be removed from the tournament All decisions made by the umpire are final - anyone that abuses an umpire will be ejected from that game. A second ejection of a player or coach means removal from the tournament Play will not begin until the ejected player/coach/fan/other leaves the playing facility Refusal to leave the playing facility will result in forfeiture as determined by the tournament director The tournament is an invitational tournament - teams/coaches/fans that have a history of verbal abuse and/or ejections will not be permitted in this tournament at the discretion of the tournament director OTHER RULES: The Home team will be the official book for that particular game. Visiting coaches are encouraged to periodically check with the home team coaches to make sure everything is correct The Chillicothe Post 757 Colts, as the host team in the tournament, shall have the right to use their dugout (third base dugout) at Joseph W. Hoffman Field Final game scores shall be texted to the Tournament Director by both coaches within one hour of completed game The tournament may amend rules as deemed appropriate - each team is responsible to review tournament rules (on this website) prior to the tournament beginning Teams are permitted to use a DH (for any position) and/or an EH for the tournament - it's early and coaches need to see their sticks in live game action! Courtesy runners for pitchers/catchers at any time (players must not be in the game lineup at the time they are used as a courtesy runner) at coach's discretion (not forced but permitted)
Veterans Administration Memorial Stadium All teams will be scheduled to play 4 games at VA Memorial Stadium and 1 game at Hoffman Field 100% turf playing surface Admission charge of $5 for fans at the VA Memorial Stadium No outside coolers permitted No sunflower seeds, gum or metal spikes permitted on the field or dugouts Full concessions will be available for the majority of the tournament Chillicothe 757 Hoffman Field Home of the Chillicothe 757 Colts Grass/Dirt playing surface No gate fees This is NOT a stay to play tournament - you are welcome to stay wherever you want.
