Legion Baseball adopts pitch count rule for 2017

In an effort to minimize arm overuse injuries, American Legion Baseball has changed its pitching rule for the 2017 season. Legion Baseball has adopted regulations limiting pitchers based on the number of pitches thrown, replacing the previous rule which was focused on innings pitched.

This change is in line with USA Baseball’s Pitch Smart initiative, which includes series of practical, age-appropriate guidelines to help parents, players and coaches avoid overuse injuries and foster long, healthy careers for youth pitchers. Legion Baseball is seeking full compliance with the initiative, which has the support of Major League Baseball and numerous medical advisors. “We think they should always follow, in youth baseball, pitch count rules,” said leading surgeon Dr. James Andrews, one of Pitch Smart’s advisors and the founder of the American Sports Medical Institute.

ASMI’s research director, Dr. Glenn Fleisig, agreed, saying, “Our research at ASMI and elsewhere has shown that one definite factor for which kids get hurt and which kids do not get hurt: overuse. Pitch counts is the ideal method for keeping track of how much someone is pitching and, therefore, how likely it is they get hurt.”

In the Legion senior program (ages 19 and under), pitchers will not be able to exceed 120 pitches in any single day, while pitchers in the junior program (ages 17 and under) may not exceed 105 pitches. Should pitchers hit the limit in the middle of an at-bat, they may finish pitching to that batter before being removed from the position.

Pitchers will not be able to make more than two appearances in any three-day span. In addition, pitchers will have required rest based on the number of pitches thrown in a given day.

Throwing 1-45 pitches in game action requires one day of rest, 46-60 pitches requires two days of rest, 61-75 pitches requires three days of rest and 76 or more pitches will require four days of rest.

Failure to adhere to the pitching rule will lead to the ejection of both the pitcher and the team manager if a protest is filed to the umpire-in-chief.

“Legion Baseball prides itself on being an exemplary organization which helps young athletes grow as players and people. Safety is always our top priority and it has become clear that the best way to keep our young pitchers safe is to enact pitch counts at all levels,” said Gary Stone, Legion Baseball chairman. “I would like to praise the department baseball chairmen who helped provide the baseball committee with these important recommendations.”

In addition to the rule changes, the 2017 rule book will also feature recommendations to help young pitchers stay healthy. Some of these suggestions include not pitching with fatigue, taking time off each year from competitive pitching, following lower pitch counts at younger ages and avoiding multiple appearances in the same day. CHILLICOTHE - As Chillicothe Post 757 lived to fight another day, barely, the team's hometown counterpart, Post 62, saw its season end with two losses Monday at VA Memorial Stadium in the American Legion Region V Tournament.

The Colts fell to Circleville Post 134 by a 13-3 final before edging by Portsmouth Post 23 in the nightcap, 10-9. The Riverbats fell 4-3 to Waverly Post 142 and saw their season come to a halt at the hands of Hillsboro Post 129, 12-4.

As far as Post 62's story goes, the team had a perfect chance to steal a win in its first contest.

The Riverbats (12-12) entered the top of the ninth inning facing a 4-2 deficit. But after scoring a run to cut Post 142's lead to 4-3, runners stood on second and third with two outs. That's when Waverly's pitching staff came up with the biggest whiff of the day to seal the envelope.

Post 142's Alex Powell picked up the win, throwing 8 1/3 innings. Powell allowed three runs on seven hits and struck out seven. The Riverbats' Jeremy Brooks took the loss in six innings of work. The southpaw surrendered three runs on eight hits and struck out four.

As Waverly advanced to Wednesday's action, Post 62 was forced to face Hillsboro 129 in the losers' bracket at noon.

The Riverbats gave up three runs in the first, one in the fourth, three in the fifth and one in the sixth to fall behind, 8-0.

Hillsboro then tacked on four more in the seventh to go ahead 12-0 before Post 62 finally graced the scoreboard. After cutting the deficit to 12-3, the Riverbats scored a run in the ninth to produce the final tally.

Jeff Webb took the loss, throwing five innings and allowing seven runs on eight hits.

Overall on the day, Russell Throckmorton led the Riverbats' offense, going 4-for-7 with two RBIs and two runs. Tanner Doles followed by finishing 3-for-7 with two runs. Owen Diehl also contributed, going 2-for-7 with a run and tossing three innings of scoreless relief.

The Colts (14-20) then met up with Circleville 134 and promptly fell by a 13-3 final as the Panthers scored three in the first, four in the fourth, one each in the fifth and sixth and four more in the eighth.

Post 757's JD Blevins took the loss on the hill, throwing four innings, allowing seven runs — four earned — and striking out six.

Dropping into the losers' bracket, Post 757 then met up with Portsmouth 23, which produced the best game of the entire day.

With Tommy Preston on the hill, Post 757 took a commanding 8-1 lead heading into the sixth inning. But the wheels seemed to fall off the wagon at that point.

Portsmouth scored five sixth-inning runs on three hits — two triples — two walks and a fielding error to climb back into things. With their lead cut to 8-6, the Colts then surrendered another run in the seventh to see their edge dwindle to 8-7.

In the bottom half of the seventh, Corey Righman scored to give Post 757 a 9-7 advantage. But in the top of the ninth, Post 23 plated two runs to force the first tie since the beginning of the game. After Jacob Chester came on in relief to get the Colts out of trouble, JD Blevins drew a walk before moving to second on a passed ball. That's when Anthony Sipple singled into right-center field to give the Colts a 10-9 victory.

"Anthony came up clutch for us," Post 757 coach Tom Barr said. "We've been here pretty much all day, and Anthony caught most of the first game before coming back and finishing behind the plate for us in the second contest. He struggled today more than he had been, but he came through when it mattered."

Chester picked up the win as he recorded just a single out, while Preston was given a no-decision after going 5 2/3, allowing five runs — one earned — on five hits and striking out four.

Overall on the day at the plate, Cody Hendershot led the Colts by going 4-for-7 with a double, three RBIs and two runs scored. Eli Kunkel was 3-for-6 with two RBIs and two runs, while Zack Stapleton finished 3-for-7 with two runs and an RBI.

The Colts will get back at it  at noon Wednesday against Hillsboro 129, which they beat 12-1 Sunday morning. If they win, they will face the winner of Waverly 142 and Circleville 134 in the losers' bracket finals.

"It's a totally new situation than Sunday," Barr said. "It all comes down to pitching at this point. I know Hillsboro's deep when it comes to that area. We're going to have to have some guys step up for us, and I know they will."

LANCASTER - The bunt admittedly is not a big weapon in the Newark Post 85 arsenal.

On Thursday, however, the lineup fell in the right spot. Jacob Sites and Matthew Rollison laid down back-to-back successful bunts during the seventh inning to help Post 85 rally for a 4-1 victory against Chillicothe Post 757 in an American Legion Junior state tournament game at Beavers Field.

Post 757 right-hander Brandon Barker threw a gem, but a few short hits went a long way in helping Post 85 steal the win. Rollison's squeeze bunt followed Sites' bunt hit and scored Cedric Thomas with the tying run.

"I like the pressure pretty well," Rollison said. "I always wants to be the guy that comes through for the team. ... We kept our heads up. We were fighting the whole game. He was a good pitcher, but we played a good game."

Jed Sherrick lined a two-run single to left-center two batters later to give Post 85 the lead. Post 757 also committed three errors in the pivotal top of the seventh.

"(Barker) pitched his butt off today. There is nothing more we could have asked from him," Post 757 coach Seth McGuire said. "That's how it's been all season really. We just have one or two plays, and we have to make them. We don't concentrate for the whole seven innings, and it comes back and bites us in the butt."

Newark, which is all Newark High School players, plays Pickerington Post 283 at 5:30 p.m. Friday in the fourth of four quarterfinals at Beavers Field. Post 283, which is mostly Watkins Memorial players, rolled past Cambridge Post 84 9-0 later Thursday.

"I think we got a little lucky," Newark assistant coach Rod Rollison said. "We don't do much small ball, but we have some guys who can bunt."

Post 757 took the lead in the fourth inning when Zach Coats singled to start the inning, stole second and then scored on Garrett Wilburn's RBI single up the middle.

Chillicothe had a base runner in four innings against right-hander Jud Sherrick, but he bowed his neck. Sherrick stranded two on base in the first and fourth innings and later finished strong, allowing just a walk during the final three innings.

"It was kind of getting away from me the first two innings," said Jud Sherrick, who allowed four hits and struck out four. "I had to stay tight and keep it going, throw strikes. It's competitive. I like that part of it."

Thomas, Sites, Rollison and Michael Pound each reached base twice for Newark, and Coats had a game-high two hits for Chillicothe.

Barker struck out 10, and he did not allow a hit to the outfield until Jed Sherrick's tiebreaker. He put the Post 757 on his back and delivered.

"I've been preaching to them all year that nothing really matters until the state tournament," McGuire said. "Everybody comes in here 0-0, and it comes down to how bad do you want it. Hat's off to Newark. They didn't give up through the first six innings."
